In the Eighth Circuit in Kansas City, Missouri, Coulter clerked for Judge Pasco Bowman II after completing law school. After spending some time in the Senate Judiciary Committee, she returned to private practice in New York City.

Coulter assisted Michigan Senator Spencer Abraham with criminal justice and immigration matters. Later, she worked as a lawyer with the Center for Individual Rights after having participated in the drafting of legislation.
