Millions of liters of radioactive water leaked into the basement of the experimental NRX reactor at Atomic Energy of Canada’s Chalk River Laboratories in 1952 due to an accident. Carter received an order to head a maintenance team to Chalk River so they could help shut down the reactor.
Each participant had to put on protective gear during the laborious and time-consuming procedure to avoid radioactive exposure. Carter claims that his time at Chalk River influenced his opinions on atomic energy and caused him to halt work on developing a neutron weapon during his presidency.
