When Tom Barrett quit as mayor of Milwaukee on December 22, 2021, to become the ambassador to Luxembourg, Johnson took over. He was the acting mayor of Milwaukee until a special election for mayor was held in 2022. Johnson ran in that election. Johnson said the day before he started the job that his top goal would be to stop dangerous driving and make the streets safer; johnson won the special election on April 5, 2022.
He was the first African-American person to be elected mayor of Milwaukee. Johnson was also the first Black person to be elected mayor of Milwaukee. Marvin Pratt, the acting mayor in 2004, was the first Black person to be mayor.
